Dear Rental Property Owner,

Welcome to the Village of Midlothian Crime Free Multi-Housing program. On May 12th, 2010, by ordinance the Village of Midlothian established and enacted the Crime Free Multi-Housing program. This program is designed to reduce crime, drugs, and gang activity on rental properties. It is used effectively in over eighteen hundred communities across the United States and in Canada. Its utility and application continues to grow. 

All rental properties are required to be registered with the Village of Midlothian Crime Free Multi-Housing program. On this page you will find information about this program and forms that need to be filled out and turned into the Police Department. The purpose of this program is to try keep criminals and criminal activity out of our community and neighborhood.

Step One: Apply and pay for your rental property license (Ordinance #4-19-7)

  • In order to obtain a rental property license, you must apply and be approved for a business license through our Building Department.
    • After completion and  approval of the application process, procedures, and inspections by the Building department, you must register for Crime Free Housing.
  • The cost of the rental license, per physical occupiable unit is $30.00. 
    • For example: a single residence is $30.00, however, a building and/or complex with six units is $180.00.

LICENSES ARE VALID FROM JANUARY 1 TO DECEMEBER 31.

Step Two: Phase 1 Seminar (Ordinance #4-19-.H)

  • The completion of a mandatory seminar conducted by the Midlothian Police Department
    • Property owners, their agents, or designees must be in attendance. 
    • Seminars are taught by law enforcement personnel, run approximately 3-4 hours long, and include crime prevention tactics, as well as an in-depth explanation of the mandatory implementation of the Crime Free Lease Addendum. 
    •  This class can be taken in another town, but you must get prior approval before attending. 
    • After completing this class, a copy of the certificate must be provided the Midlothian Crime Multi-Housing coordinator.

Step Three: Crime Free Lease Addendum (Ordinance #4-19-8.4)

  • Must be signed by your tenants(s) and any occupants 18 and older. Background checks on any occupants 18 or older, are encouraged. 
  • Only the Village of Midlothian Lease Addendum will be allowed, all generic forms will not be valid.
  • The Crime Free lease addendum should be kept in your files along with your signed lease.

    •  If a situation should arise on your rental property, you will need to show proof that a Village of Midlothian lease addendum was completed and signed by your Tenants.

    • If you are unable to produce the documents, you may be summoned and fined up to $750.00.

Seminar Information 

Upcoming Crime Free Multi-Housing seminars will be held on: July 12th at 9:00 A.M. 

An exception was made this year for Property Owners and Managers who are unable to attend a weekend seminar; on the second and fourth Monday and Tuesday of every month from 9.00 A.M. until 1.00 P.M., there will be seminar hosted at the Midlothian Police Department. 

To attend a weekday class, a minimum of two weeks notice is needed from the attendee.
